The mission of the Kansas FAIR Plan is to provide basic property and casualty insurance, on behalf of the insurance industry, to individuals unable to secure insurance through the voluntary market.
Responding to federal legislation, the Kansas Legislature in 1968 called for an urban area insurance placement facility and thereby gave rise to the Kansas
All-Industry Placement Facility, or as commonly known, the Kansas FAIR Plan.
The Kansas FAIR Plan secures its authority to operate under the
Kansas Basic Property Inspection and Placement Program. Governing Committee representatives, selected in accordance with the Program, have the overall responsibility for the Plan administration. The Kansas FAIR Plan is regulated by the Kansas Insurance Commissioner. The Plan is not a governmental agency or organization. It is an insurance pool comprised of voluntary market insurance companies that are licensed to write property and casualty insurance in
the State of Kansas.
The purpose of the Kansas FAIR Plan is to make essential property insurance available statewide to all qualified applicants, to encourage the improvement of properties located in Kansas and to fulfill the objectives of its enabling documents in an effective and efficient manner at the least cost to the Plan's member insurance companies.
